Reading the datasheet - this part needs valid eeprom at boot time.
Is it possible to program an attached eeprom via testpins on a powered up device - or do I need pre-programmed eeproms for assembly ?

you are correct that you need preprogrammed eeprom for assembly for cy7c68053. However, once you get the device to enumerate with the initial code in the eeprom, you can download new firmware to the eeprom over usb.
