What is the current development kit(s) for the CY7C63823?  The website references are not consistent. 

http://www.cypress.com/part/cy7c63823-sxct refers to CY3655.

http://www.cypress.com/documentation/development-kitsboards/cy3655-encore-ii-development-kit indicates that this part is no longer available and superceded by CY3655-EXT and CY3215-DK. 

http://www.cypress.com/documentation/development-kitsboards/cy3215-dk-circuit-emulation-development-... indicates that the CY3215-DK is obsolete and refers to CY3215A-DK.  The links to explain the differences are broken, so there is no documentation on the product.

http://www.cypress.com/documentation/development-kitsboards/cy3215a-dk-circuit-emulation-lite-develo... indicates support for CY8C parts, but no reference to CY7Cxxxx parts.

What is the emulator / dev kit solution for program development and in-circuit testing for a CY7C63823, including any extension pods to mount to the SOIC-24 footprint?

CY3655-EXT + CY3215A-DK are the right kits for program development and in-circuit testing for a CY7C63823, but there is no SOIC-24 podfeet available to debug the CY7C63823 program, as alernative, you may start from a 18-pin/40-pin Encore II device using the CY3655-PODUSB pod kit and 40-PDIP/18-PDIP foot kit which are included in the CY3655-EXT kit.

CY7C63823(Encore II) is M8C core CPU device which is similar with PSoC1(M8C core CPU) device, there is an application note which is helpful for debugging M8C devices applications - http://www.cypress.com/documentation/application-notes/an73212-debugging-psoc-1

FYI of USB(Encore II belongs to USB family device in Cypress) kits - http://www.cypress.com/documentation/development-kitsboards/usb-wirelessrf-kits

FYI again, as you aware, CY3655 kit is superceded by CY3655-EXT+CY3215-DK, and CY3215-DK is again superceded by CY3215A-DK. The reasons were those old kits were EOL, while some of the chips need to be remain being supported for development, and cost efficient for developers, hence some lite version kits were prepared.

If you are planning USB HID wired connectivity applications, PSoC4L/PSoC6 (which have M0/M4 CPUs) are recommended.
