CyBLE013025 is not booting if USART Tx pin is high

Hi,

I connected CyBLE013025-00 to USB to serial (FT232) module, and its TX pin (CyBLE Rx pin) is high by default. If I connect the the module Tx pin only with the serial to USB module, I get the following message at start up and listing the device as CySmart mobile app. The startup message is:

@$*#04FF16F7009201020000074A0511801DE100074E0593610000

But it is not booting at all when the USRAT Tx pin connected. I didn't program the device and I am expecting a message starting with @E. P11/27 was floating and tried it connected to ground as well.

Thanks, but I am not trying to programming instead boot the device. My question is why it is not rebooting when connected with UART Tx pin, and what is the meaning of the message I got (when booting without connecting UART Tx Pin)
