It is possible to proggram a PSOC 1 Power Cycle mode, where this device has XRES pin floating?

I received a PCB with CY8C21334B-LXI but this board has only Vdd, SCLK, SDAT, and Vss available trough Test Points, XRES is not routed to anything,

*I have MiniProg3 that actually supports ISSP

What conditions need to be meet in order to Acquire Chip and proggram it?

You can set the "Programming Mode" to "Power Cycle" in PSoC Programmer, and then the CY8C21334B-LXI can be acquired and programmed.
