I'm sure there's a forum post about this already. However, whenever I Google this the links always take me to the cypress homepage, rather than the forum post.
I'm using the CY8CKIT-042-BLE and PSOC 3.1. When I go to select debug target, I'm greeted with "Port Aqcuire Failed". I have checked the cable and closed any application that may use the port.

I have the same dev kit & PSoC with Surface Pro 3 Win8.1 I am getting the same error message when trying to 'Select Debug target'

I restarted the PC and PSoC was able to find the EZ-BLE dev kit.

I have found sometimes just unplugging the USB cable, then plug back in, windows renegotiates the connection successfully. Sometimes.
Other times driver needs to be un- installed, then reinstalled. If the firmware for the programmer / debugger got hosed that would need to be reinstalled. There are instructions in the user guide to do that.

Issue has been resolved. One of the jumpers came off.
