For the application mentioned, PSoC4 may be used, as PSoC4 has smbus component.

Implementing the Buck controller with PSoC is merely an academic exercise.  Though I've seen such attempts, a dedicated buck controller is much cheaper and does better job. 

in my design there must be psoc for constant current and constant voltage battery charging control along with smbus communication, so can you suggest me a dedicated buck controller
