I am looking for a device to program a PSoC4 on a circuit board using SWD, that does not require a PC. An equivalent to the PicKit3 in Programmer-To-GO mode.

I am not sure if it is still useful. You can go for HSSP programming where a host controller programs PSoC.

PEmicro has a standalone programmers, Cyclone and Cyclone FX, for PSoC4. It has memory to store programming images onboard. You can see more information here:
