Welcome! 5 questions asked First question asked

What is required for FCC certification of a PSoC 4 BLE product?

A local test lab told me that if the radio has a shield, it's possible to have a specific antenna layout certified.  Then a second product could be created using an antenna having the exactl same trace width, length, board layers, board  thickness and etc. so that only emissions testing would be required.

Welcome in the forum!

I think that you need a quite reliable answer from Cypress directly. So I would suggest you to create a "MyCase". At top of this page -> Support & Community -> Technical Support -> Create a MyCase.

Two basic parts to FCC, conducted (battery operated usually not applicable) and

emissions. FCC will take under consideration prior approval reference

material, but still performs emissions unless its a module based approach

where module was certified for emissions. They are very cooperative, and

there are approved (if my memory serves me) external labs that can assist

customers w/o the expertise to meet standards. I would go to their web site

and look for 3'rd party support.
