Within the .zip file posted here to the community, there are 2 files: installer and a .eml file.
Download both to a folder on your hard drive and install (they MUST both physically reside in the same folder).

This is an extremely common issue.
Uninstall and make sure you download version 6.2.1 from here: WICED Studio Wi-Fi/Combo Docs & Downloads
Create a folder off the root called /WICED
Take the two files in the zip you downloaded off the community, place them in the /WICED folder
Go to the /WICED folder directly via MyComputer/ThisPC
Double click the installer.
If this does not work, please upload the install log to this post (there are other posts here which disclose where the log file is located); attachments can be added by putting the interface here into "Advanced Editor" mode (bottom right corner).
The applications team will then review the install log and make recommendations.

Have you deleted all the related files from your AppData folder also? For me it is at C:\Users\riya\AppData\Local\WICED-Studio-6.1
These files are sometimes not deleted during uninstallation. Please make sure the files are deleted. For installation, kindly follow the steps mentioned by mifo regarding creating a directory under C and keeping both installer and config.eml file in the same directory.
