We are developing a board with CYW943907A.

We plan to product many boards.

Is there any commercial JTAG programmer for CYW9439074A ?

Is there specific GUI for the programmer or We have to develop our GUI ?

There is Segger Flasher ARM.
It can operate from a PC with Microsoft Windows with an appropriate software like J-Flash or in standalone mode.

It's very expensive, what about "ARM-USB-TINY-H" from "OLIMEX".

I can use this to program CYW943907A ?

Yes, you can use this and even the eval board of 43907 uses this programmer. You can go through the 4.7 section JTAG Connector of CYW943907AEVAL1F Kit User Guide  provided in this link for more info if that helps -https://www.cypress.com/documentation/development-kitsboards/cyw943907aeval1f-evaluation-kit.
