I'm preparing wl tool for get FCC certification
However, it always returns"./wl: wl driver adapter not found" when i ran

You can request MFG firmware from the module maker (I think it is Muarata in the case of RPI module) or you can create a case here :

Do you see the wlan0 interface when you run command "ifconfig"?
Can you try running "ifconfig wlan0 up"?

You need to use manufacturing test firmware to run the pkteng command.
I cannot share the firmware in the community so you can create a case in mycases to request the testing firmware.
