What decides friendly name of FX3 devices. I search in the firmware and can not find the setting of the friendly name.But the cy console shows the friendly name.

Hello,

The INF file of the driver to which the device is bound decides the name to be displayed on the device manager. Please look at the CYUSB3.INF file for the VID/PID combination that is used in the device firmware.
