The FX3  can not re enumeration.

i have done a fx3 PCB,when i connect to the pc,the control center can be distinguish it,but when i reset with the reset pin,the control center can not distinguish it,and when i download the firmware ,the control center can not distinguish it .i do not know what is the problem,i have tried to change another chip,but is also with the same problems.

Does this happens when you do a RAM download also? Can you check which version of the driver your device is binding to?  Did you get your schematics and layout verified by Cypress. Create a tech support case in Cypress.com to debug this issue further.
