As we all know, for USB2.0(FX2LP), it is allowed to send zero-length packets. But I have a question, is this zero-length packet a valid data packet for the receiving end? For the host, does it count as a successful reception?

Yes, Zero length packet is a valid data packet which is defined in the USB 2.0 spec.
