Yes. You can connect a PD line with Type-C device which is going to deliver more than 60 Watts.
The CY4500's max current rating on VBUS is follow PD SPEC. And it is higher than 5A.

Yes, you can use EZ - PD Protocol Analyzer. The maximum PDP of PD Protocol is 100W.
