Hi
I saw a datasheet of CY4532 evaluation board.
It has CCG3PA chip for PD controller.
The datasheet explained that it supports 9V 3A for PD.
Is CCG3PA can't support 20V PD? if not, why CY4532 eval board didn't support 20V?

Hi,
CY4532 can support 5V 9V 12V with Power Adapter firmware. The reason behind this is the limitation of buck-boost. It is not the limitation of CCG3PA.

Then, can CCG3PA use for sink controller for all range of PD voltage?
I'm trying to make sink controller that controlled by PC via serial communication.
Could I use internal ARM M-0 core in the CCG3PA as a microcontroller to communicate with PC for PD control?

Yes, CCG3PA can support all range of PD voltage.
Of course you can control CCG3PA via uart. If you are familiar with PSoC Creator, it will be much easier for you to do the coding.
