We are basing a design on the CYPD-3175 CCG3PA PSoc3 chip. For many of our products, the PE Micro CYCLONE Fx is used but this chip is not in the list of supported devices. Other than MiniProgX, are there production programming solutions for this chip?

If you want to develop third party programming tools for CCG3PA, you should take a look at programming spec of CYPD3171:
