Actually, we have one additional question that goes with the above; When we follow the build instructions the following error message occurs, download failed.this version of SDK only supports download to BCM20736A1 and BCM20737A1 devices...please advise?

You should be able to download any of the sample apps from SDK 2.X or later onto the WICED Sense Eval Kit as it is the same basic HW/SW design as the TAG3 Dev Kit.
However, the device comes up in 'Application Mode' by default, so you will need to follow the instructions here within theWICED Sense Table of Contents which explain how to take the unit apart and press the RESET button inside.

Check the Tag3 quick start guide, basically you double click the app you want and it will download. The quick start guide will also show you how to create a target. There's no need to look at all the configuration stuff, just look at the pg 11. WICED Smart Quick Start Guide (SDK 2.x and TAG3 Board)
You may need a recovery if you can't download the firmware, which is in the wiced sense blog that mwf_mmfae linked you
