Maybe you are not very clear about the concept of radar signal-to-noise ratio, it is not like usually defined by 10lg(Ps/Pn), the maximum detection range of radar, also known as radar power. The maximum detection range of radar is usually calculated by the equation of FMCW as follows：

Tf is the total time of Chirp within a frame. If the frame duty cycle is 100%, Tf is equal to the frame period, otherwise Tf is generally smaller than the frame period. Pt is the transmit power, Gt is the transmit antenna gain, and Gr is the receive antenna gain. So you ask the specific value of SNR is 15 meters.
