Are you using a proxy? Any of the settings "damaged"? Is there a system restore point you could try?

I fired up the XP computer and ran 3.1 SP2 and it workd great so it is windows 7 that is causing it. Must be some kind of software issue with windows 7.

No, it is not generally windows 7 related, I am running win7 and all works fine. I suppose someting (malware) changed explorer settings. Thus my hint to a system restore.

I checked the internet settings and no proxy settings. All other settings look normal.
