Please tell me what is the minimum guaranteed supply voltage when writing a program to CYBLE-416045-02.
I want to supply 2.5V.

The CYBLE-416045-02 should be able to operate to 1.8V.
The maximum voltage the part can take is 3.3V.
In order to achieve maximum BLE Tx power, you should operate at 3.3V. A lower voltage will reduce the maximum Tx power available.
