"authHandle" (parameter a) has to be set to the index handle. Please try the following command:

While defining index:

tpm2_nvdefine 0x1500016 -C o -s 32 -a ownerwrite|authwrite|policywrite|ownerread|authread|read_stclear -P your_owner_authorization -p your_nv_authorization
