How do you turn on the PSoC without plugging it into the computer (i.e. battery)? I tried attaching 4.14V to Vin and GND but nothing happens.

Now that I see which board you are using, I can see the "Vin" you were referring to. (J2 pin 20)

Below is the schematic for the regulator to power VCC_3V3.   Notice the signal PMIC_EN.

Below is the circuit for control of PMIC_EN.

You may want to load R46 to enable the regulator.

I'm not sure what you mean by "Vin".   There is no official pin called "Vin"

Are you using one of the PSoC Kits or evaluation boards?  If so, which one?

I believe it says, "CY8CPROTO-063-BLE" and then below that, it says, "PSoC 6  BLE PROTOTYPING KIT"
