Modus Toolbox 2.3 is looking mature enough to make the leap, except it still does not seem to support the PSoC 5 LP. Have I missed something? Any plans to build BSP for the CY8CKIT-059?

Unfortunately, there is no plan to support PSoC 5LP devices on ModusToolbox at the moment.

As Rakshith M B indicated, there are no plans to move the PSoC5LP to ModusToolbox (MTB).
At this time, there are no plans to provide direct access to the UDB blocks using a TopDesign or Verilog method in MTB.
One of the strengths of the PSoC5LP is the ability to create user-defined unique HW state machines using TopDesign and a library of components. Since there are no published plans for this type of design resource in MTB, there is no practical need to support PSoC5LP outside of PSoC Creator.
