ICE Debugger Problem

I am using a cy3280-20x66 development kit and a CY3215A-DK debugger. At times the ICE will refuse to connect and will lead me to trying unplugging and re plugging the ICE until it finally decides to connect. My colleague with the same set up also experiences this issue. What could the problem be?

USB cable errors have been reported, use a shorter/ another one.
