I am designing pcb board that use CY7Y64215 28-pin ic (psoc1 family). I want to use mini USB type B to program and debug the ic.Is that possible or I have to use Miniprog3?

You can kindly refer to PSoC® 1 ISSP Programming Specifications - CY8C21x45, CY8C22x45, CY8C24x94, CY8C28xxx, CY8C29x66, CY8... for using MiniProg3 to program PSoC1. "Host Programmer" in Figure 2.1 on page 7 is MiniProg3 or other ISSP programmer.
You may also want to review programming psoc1 with MiniProg3.
