But the link breaks up with anything cypress.com after Infineon took over, I think. How to work around this?

Hi,
I just followed the link you posted.
With ignoring security warnings, I could access the page and the page was like below.
I wonder if this was what you needed to access, though.

Hi Moto,
I was searching for solution of why plug in the MiniProg3 to a windows10 laptop with Creator 2.2 (need this old version to work with the old device CY8C5468LTI-037 PSoC) and the MiniProg3 didn't show up on the Device Manager, then found this forum thread https://community.infineon.com/t5/PSoC-5-3-1/device-not-detected/td-p/189659
"If you are not able to see the proper driver getting installed, then follow the steps mentioned in this KB article - http://www.cypress.com/?id=4&rID=45812. Instead of pointing to FTK driver as explained in the KB article, point to mprog3 driver inside the PSoC Programmer installed location."
and the said link that I had problem. It seems our IT blocked it for some reasons.
Thanks,
Brian

It seems Creator 2.2 might only work for Windows7 and older version. I'm installing it on a Windows7 now and will see if it works.

Good news!
I installed Creator 2.2 on Windows7 PC and it woks now. This old version doesn't work on Windows10 for sure -- the Prog3 Driver was not installed correctly.
Thank you everyone for your inputs.
