The dongle can be used with Cypress's CySmart Windows tool to test and debug BLE devices. Please install the CySmart and program BLE_4_1_Dongle_CySmart_128K.hex available at: C:\Program Files (x86)\Cypress\CySmart\1.3\dongle\CY5670\BLE_4_1_Dongle_CySmart_128K.hex
Thanks,
P Yugandhar.

Hello,
The CySmart dongle is used with CySmart Windows tool to test and debug BLE devices. The CySmart BLE 4.2 USB Dongle is factory-programmed to work as a BLE GAP Central device, allowing you to debug BLE applications. To use this dongle as GAP central role, you have to install the Cysmart Windows Tool and connect the dongle as shown in attached image.
If you want to use this dongle as peripheral, then you need to program any of the BLE peripheral project. In PSoC Creator 4.2, open any of the BLE peripheral project(ex. BLE_FindMe) and select the device 'CYBL10162-56LQXI' in Device Selector ( Goto Project -> Device Selector and select 'CYBL10162-56LQXI' from the list.
Please refer to this Github link for some examples on PSoC4 BLE.
I have attached the BLE_FindMe project and hex file.
Thanks,
P Yugandhar.
