I am going through the PSoC 4 development kit User guide and need to know what is the significance of capacitor Ctank and Cmod in the module.

Used in Capsense designs -
The CY8CKIT-049 prototyping kits are also CapSense enabled as both the CMOD and CTANK capacitors necessary for CapSense and CapSense Proximity designs are loaded by default.

means if i want to use Capsense feature i need to install Cmod and Ctank. otherwise they are not required.

The CTank and CMod are already installed, so when you want to use CapSense on your BLE Kit you do not have to modify anything. When using the pins for other purposes just keep in mind the extra capacity which will not be of any concern in most of the cases.
