Hi,

Microsoft .NET Framework 3.5 is not pre-installed on Windows 10. You need to install it separately using Turn Windows feature on or off wizard. Please follow the steps in this link to install it.

Install the .NET Framework 3.5 on Windows 10, Windows 8.1, and Windows 8 | Microsoft Docs

Once you have the .NET Framework 3.5 installed, you should be able to install PSoC Programmer successfully.

Cheers!

Temporarily bypass WSUS server using the following registry edit
(requires administrator privileges).

  1. Right-click Start, and click Run
  2. Type regedit.exe and
    click OK
  3. Go to the following registry key:

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU

  1. In the right-pane, if the value named UseWUServer exists, set its data
    to
    0
  2. Exit the Registry Editor
  3. Restart Windows.
