You cannot check the counter value with eltt2 tool. The default field upgrade counter value and other related information can be found in the databook section 4.6.2: https://myicp.infineon.com/sites/trusted_computing-downloads/Lists/defaultdoclib/TPM%20SPI%20SLB%209...
