The pad information is a pad information of BGA package, but it isn't user's PCB pad information.

Could you please elaborate as to what specific pad information are you looking for?
The part number mentioned by you (S25FS512SDSMFB010) is of the 16-pin SOIC package device. You can find the package drawing on page 37 of the datasheet. If you wish to see the diagram of the BGA package devices, that is present on page 41.

The datasheet have a ball size, but it doesn't have A and b1.
