Has an insulation standard been obtained between the back of the TO-220 fullpack package and the heat sink?

And what insulation standards, if any, have been obtained for TO220 fullpack?

Thanks for posting your question to this forum.

No, There is no package specific UL standard for insulation.
Fundamentally, the insulation between device package and external parts(Like heat sink) should be managed by system  design such as clearance and creepage distance controls depending on targeting standard.
