L5 in the dimensional drawing indicates the length of which part of the lead?
I think it is long up to the bulge of the lead.
The dimension L5 > L1-L is also listed as "lead dimension uncontrolled in L5".

L5 indicates the length of the lead or distance from the plastic mold body till the metal protrusion or bulge. The metal protrusion is a result of the manufacturing process and there is no control over this L5 dimension.

Whereas L is the length of the lead measured from the edge of the lead towards the inner level of the gauge plane. This is the JEDEC standard dimension measuring for TO252 with that gullwing type of leads.

L and L5 are independent of each other.
