The static activation has two purposes:
a. The static charge and discharge currents are used to turn-on / off the MOSFETs which are not controlled in PWM (i.e. which do not “follow” their respective PWM inputs)
b. The static discharge current is used to turn-off the MOSFETs in case of failures like:
* Thermal shutdown
* Drain-source overvoltage
* CP undervoltage
* VS under / overvoltage
* Enter the Fail Safe Mode
