No. Cypress Parallel NOR FLASH products are not functional or selected when VCC is applied and input control signals are floating. However, there may be the possibility of a standby current consumption of~5 µA or less. Keep in mind that no accurate power consumption measurement exists with only VCC applied and input control signals floating. It is a best practice to not leave any input control signals floating.
