Yes, it is possible to control only a high-side (HS) MOSFET.

If the HS MOSFET controls an inductive load, a freewheeling diode is required to prevent the MOSFET from operating in avalanche at turn-off.

If the HS MOSFET is controlled in PWM, the MOSFET driver must be configured as passive freewheeling.
