which programmer is needed for CY22392?

Hi - which device programmer do I need to purchase for programming of the CY22392?

We have inherited a existing design which we need to reproduce. It seems that the CY22392 was used as a simple divide by three, so alternately is there a simple clock divider that can be recommended for a newer design that doesn't need a hardware programmer?
