What register you want to write?
module register can be protected by ENDINIT functions you need to disable them via WDT module:

Module clock not enabled (Check_CLC register. (Should be written with 0 before the access. Or is there is a protection on the register that needs removal prior to a write access: Safety Endinit or CPU Endinit.
