Combined Access Conditions

The combined access conditions of SV,SE,P isn't available in combined access conditions .

It is not explicitly listed in the table however it is valid. 

SV = Access only for when Supervisor Mode is active on the bus
SE = Access only when Safety Endinit is inactive (SCU_WDTSCON0.ENDINIT = 0 or SCU_SEICON.ENDINIT = 0)
P = Access only from Master x (when MOD_ACCEN0.ENx = 1)

how this Register has the same Access Conditions and in photo write on it by only clear endinit

Hello,

IfxScuWdt_clearSafetyEndinit is used to to clear the safety endinit before writing the register with SE. You can also use this function for this purpose. But ensure IfxScuWdt_setSafetyEndinit once the write is done else  watchdog timeout happens.
