I wonder if I can use the miniWiggler and MemTool to program the UCB blocks?

Yes, this is possible. You can find information how to do this in the MemTool help.

Nevertheless, we do not recommend to use the free IFX MemTool for productive use. We suggest instead commercial tools.

Be very careful if you modify UCBs, could be that the device is getting locked.
