There is a Free Entry TriCore Toolchain at the location Home > AURIX Tools > Free Tools > Infineon

The Free tools means that this tool can be used in developing commercial products?

No, it means that you can use the IDE for free  for prototype  and proof of concept development , for commercial applications you should contact Hitghtech for  commercial license
