How to use wl commands to increase scanning the number of APs based on excludeing RF characteristics?Or do you have any suggestions?

If the broadcasting AP's are strong enough, the scan results would be the same irrespective of whether you use the wl command or any other way as ultimately it is the same command that will be received by the wifi radio.

Dear MuraliR,
We assume RF tx/rx performance is good.
In the condition, we can increase scanning the number of APs by wl command.
example:
If you can scan 3 APs originally, but after using the wl command, you can scan to 7 APs.

Just want to know is it possible to change the threshold of signal strength for scanning to catch more low-signal APs?

By default there is no RSSI filter applied when you trigger a scan. So if the RSSI is strong enough and the dwell time is long enough, the AP will be picked up.
