What is the charset of local name?
Is it ASCII or UTF-8?

I searched through the Bluetooth SIG spec documents and came across "Core Spec Supplement v11".
 
The section "1.2.2 Format" of "1.2 Local Name" mentions "utf8s" so it should be UTF-8 encoded.
